Wilshire residents may soon see a new addition to the corner of Pico Boulevard and Shenandoah Street.
The new project seeks approvals for a new multifamily residential building at 8688 West Pico Boulevard. The project, which would replace an existing surface parking lot, calls for the construction of a new seven-story building featuring 55 apartments above two levels of parking.
The proposed development is designed as a 100% affordable housing project utilizing Executive Directive 1 (ED1) and AB 1763 incentives. Plans indicate that 54 of the units will be reserved for restricted affordable housing, specifically 43 units for Low-Income Households (80% AMI or below) and 11 units for Moderate-Income Households (120% AMI or below), alongside one market-rate managerβs unit. The unit mix is slated to include 50 one-bedroom apartments and five studio units.

Hamid Mehro of LMM STUDIO ARCHITECTS (also identified as Beverly Design) is the architect behind the project. Renderings depict a modern structure featuring a mix of white and gray smooth stucco, dark gray corrugated metal, and composite wood accents. The design incorporates five balconies and a 2,510-square-foot rooftop amenity deck providing common open space.

Requested approvals include several Off-Menu Incentives to facilitate the project's density on the approximately 7,837-square-foot lot. These include a reduction in required open space to 2,250 square feet (down from 5,500 square feet), a reduction in on-site trees, and decreased yard setbacks.
While the project qualifies for zero on-site vehicular parking due to its 100% affordable status and proximity to transit, the developer plans to voluntarily provide 27 parking spaces. The building will also include 45 long-term bicycle stalls and five short-term stalls.
The project site is located within a Transportation Priority Area, situated approximately 0.09 miles from several transit options, including Metro Rapid Bus Route 617 and Big Blue Bus Route 7.
